Abstract
DISTRICT MANAGEMENT IN THE OTTOMAN STATE AFTER TANZIMAT: ÇANKIRI EXAMPLE (1839-1914)
Shortly after the declaration of the Tanzimat Edict, the Collectors Assemblies established in the country in 1840 can be considered as the first attempt of the modern provincial administrative organization consisting of civil servants. However, upon the abolition of the mentioned parliament in 1842, district units were created with the new arrangement made in the provincial administration.
In this study, it will be emphasized what the reflections of modernization experienced in the Ottoman administrative structure in 1842 on Çankırı, a provincial city. In addition, the reasons for the preservation and change of the administrative structure of Çankırı, the characteristics and complaints of the local chiefs, the accusations and complaints made to them will be evaluated. Again, the general government's general policy on provincial district management will be obtained by examining the central government's appointment methods for civilian supervisors and the administrative attitude and appointment styles of the administrators.
